Project Procedures Manual

Introduction

This Project Procedures Manual provides relevant, pertinent and timely information concerning City of Overland Park projects. It identifies and describes the possible phases/tasks associated with various types of City projects, from project conception, through design, construction and project close-out. Specifically, the manual is separated into six phases as follows:

  • Phase I - Vision
  • Phase II - Preliminary Design
  • Phase III - Final Design
  • Phase IV - Pre-Construction
  • Phase V - Construction
  • Phase VI - Retrospect

Within each phase is a phase description, flowchart, phase/task checklist, task descriptions, list of exhibits and exhibits.

The flowcharts provide "Easy to Read" task titles per phase and are arranged in sequential order. The flowcharts have descriptive legends along the bottom of each sheet. Decision nodes (circles) signify optional tasks which may be applicable depending on the type of project.

The checklists will permit Administrators and Project Managers to record the status of projects within their assigned responsibilities. Task Descriptions and references to exhibits are provided in the primary text of the manual. A list of exhibits follow each "Exhibit Tab" and the exhibits are identified according to the relevant phase and task (III-9).

This manual shall be used as a guide to plan, administer, design and inspect all City projects. It is not intended to preclude or substitute for good engineering judgment and practices.

It is important that the assigned Public Works employee keep the manual updated as changes occur. The manual is to be placed in electronic format to provide easy access and up-do-date information for tracking projects.

The Public Works staff acknowledges and appreciates the cooperation of the Finance, Legal, and Parks Departments for providing valuable input into the manual. It is our hope that the manual will enhance coordination between each of the departments. Staff would also like to acknowledge the work of the HNTB Corporation in preparing this manual and especially the efforts of HNTB employees, Joe Brand, P.E. and Dennis Garrett, P.E.

I want to especially thank Amy Rosewicz, P.E. for her effort in coordinating the preparation of this manual.
