Right-of-Way Permits - Plan Submission Requirements

The City of Overland Park implemented its current right-of-way management ordinance on January 1, 2000. The ordinance makes reference to construction plan submission requirements in Section 13.12.390 (K) and Section 13.12.450.

Section 13.12.390 (K). indicates that “a ROW-user shall not construct or reconstruct any of its facilities located upon, over, under or within the City right-of-way without first having submitted in writing a description of its planned improvement to the City Engineer and having received a permit for such improvement. The City Engineer may require that any drawings, plans and/or specifications submitted be certified by a Kansas registered professional engineer stating that such drawings, plans and/or specifications comply with all applicable technical codes, rules and regulations, unless such plans are based directly on nationally recognized codes, which are appropriately cited, and attested to on the plans by the signature of an authorized official of the organization applying for the permit.”

Section 13.12.450 requires “submission of a completed permit application form, including all required attachments and scaled drawings showing the location and area of the proposed project and the location of all existing and proposed facilities at such location, and a traffic control plan.”

Since the implementation of the right-of-way management ordinance, City staff has worked with utilities and contractors to assist them in complying with the above plan submission requirements. The following “checklist” identifies a number of the principal items that are required for a complete plan submission. As it is a general listing of requirements, it may not cover all types of utility installations, which may require additional items of information. This can be addressed on a case-by-case basis, as necessary.

General Plan Submission Requirements:

  • Project Cover Sheet – identifying project name, applicant, contact information for applicant and all utilities, project map, legend of **symbols used, detail notes, and City standard details for any restoration work.
  • Plan and profile[where required] drawings – half size (11” x 17”) is preferred size with horizontal scale of 1”=40’ and vertical scale of 1”=10’, with North arrow shown on all sheets. Full size plans are acceptable, as well.
  • Johnson County AIMS drawing standards should be used for all drawings.
  • Drawings should show ROW, utility easement, and property lines.
  • All existing utilities within 25’ of the work line should be shown. Locations should be obtained from utility mapping and a disclaimer as to accuracy of those locations may be included.
  • Location of all surface/topographic features should be shown – trees, driveways, curbs, edge of pavement, manholes, sidewalk, signs, and poles.
  • Location of proposed line of work – length, depth (when profile is required) and width – should be shown, including locations of all above ground facilities that are to be installed.
  • Location and size of proposed facility, junction boxes, manholes, hand holes, gas and water valves, etc. should be shown.
  • Location should be provided for any test pits/splice pits/borings, as applicable.
  • A traffic control plan and schedule, and a restoration and erosion control plan, if required, should be included with the plans submission.
  • Upon completion of installation, as built plans are required to be submitted.

For installations that involve only above ground facilities, the plans submission requirements may be revised, based on coordination in advance with the City’s ROW Management Technician.

[Note: The plan submission requirements identified above do not apply to routine or emergency maintenance operations on existing utility facilities.]
